- Bumped chat.updatedAt and chat_message.updatedAt to TIMESTAMP(3) so messages no longer collide on the same second
- Added role as a tiebreaker in getChatMessages so an assistant row carrying toolCalls is replayed before its tool result rows when ms still tie.
